Solution:
1. Fill 7 liter tumbler fully: 7 - 0
2. Fill 4 liter tumbler fully by pouring from the 7 liter one: 3 - 4
3. Empty the small one: 3 - 0
4. Transfer the remaining water in big one to small one: 0 - 3
5. Fill 7 liter tumbler fully: 7 - 3
6. Fill the small one fully by pouring from the big one: 6 - 4
Now we have 6 liters in the big tumbler
